The main objective of the study is to analyze a set of issues related to the possibility of regulating and formulating legal norms on artificial intelligence. The regulatory impact on artificial intelligence objects (systems and technologies) is a subject of numerous contemporary debates. The objectives of the article include the following issues: the possibility of regulating the designated area; terminology analysis; discretization of the research object; selection of means and methods for regulating relations in the field of artificial intelligence. The study utilized dialectical, formal-legal, comparative methods and the method of structural semantics. The study established that the terminology of the subject area is in the process of formation. Certain concepts differ significantly in interpretation by specialists and representatives of the regulatory sphere. First of all, it is necessary to formulate a comprehensive thesaurus for sorting and selecting the main (key) terms. The theoretical aspect is related to the development of the structure of the new act. Determining the subject areas of regulation is the next task. It is necessary to take into account the scientific experience of the developers of information acts and other laws, exclude duplication of industry relations by other acts. The general act should consist of a sufficient number of sections and articles to replace existing industry laws. The existing draft law requires revision. Specific recommendations for developing regulations on artificial intelligence are presented. The results can be used for legislative activity, as well as for further research. Certain provisions can be applied in the educational process for elective courses or student research clubs.
